The ingenious but crazy Doctor Mabuse is admitted to a psychiatric hospital. In the outside world, well-thought-out advanced crimes are committed and the police are confused about the level of crime. At the hospital, Mabuse has power over the other patients. Through hypnosis and manipulation, he controls the underworld, despite the fact that he apparently has no contact with it.

The Testament of Dr. Mabuse was banned in the Third Reich and became Fritz Lang's last film before he fled the country after Propaganda Minister Joseph Goebbels tried to arrest him.

The film is not playable outside of Norway
