Following the attacks on the World Trade Center and the Pentagon, Congress has appointed lawyer Kenneth Feinberg (Michael Keaton) to lead a compensation fund for the victims of the 9/11 terrorist attacks. Feinberg and his company must distribute money to the victims and face the impossible task of deciding how much a life is worth, to help families who have lost something completely invaluable.
